Koha should send an e-mail to a patron's e-mail account (and optionally print)
if changes are made to a patron's account, such as patron change request,
updates to contact info, etc.  Not necessarily everything, like internal notes,
should alert the patron.  No personal info should be included in the notice. 
It should simply state if the account has been successfully updated, or if the
account has been renewed (and for how long), etc, and direct the patron to
login to the catalog to see the updated information.
