[PASSED QA] Bug 14889: Use Koha::BiblioFramework[s] in
admin/biblio_framework.pl

Test plan:
Add/edit/remove biblio frameworks from the administration module
(admin/biblio_framework.pl).
You should get message feedback after each action.
