Sure, my test plan on kohadevbox:
1 - Checkout 3.20.x
2 - drop db, create db,
3 - run web installer (upgrade)
4 - checkout master
5 - run webinstaller
6 - got errors described
7 - checkout 3.20.x
8 - drop db, create db
9 - run web installer
10- - checkout master
11 - apply patch
12 - run websintaller (upgrade)
