Bug 13624 - renaming atomicupdate from .pl to .perl

I have not tested this very thoroughly e.g. understood the SQL changes etc.
since
the patch has been signed off twice before.

But it seems to me like this patch is OK.
Applied, ran automatic tests and saved some values in the overduerules
matrix/tabs OK.
