This is how Add/ModBiblio work regardless; I have it remove all of the 999s
because _koha_marc_update_bib_ids, the function they both use, assumes there's
0 or 1 and doesn't correctly update any others if there's 2 or more. (That's a
bug of its own, but anyway...)
