In an overdue notice which uses 'items.fine', lost item fees in accountlines
for a given borrower/itemnumber are not shown as fines, and therefore print as
$0.00 in the notice.

I'm not sure whether this is a timing issue (does longoverdue.pl need to run
before overdue_notices.pl, as with the fines in bug 11144?), or if account type
'L' does not display in 'items.fine'.
