I can see use of this for a system close to go live - as a security measure for
last minute testing. But it's a bit difficult as you usually wouldn't want to
test with real patrons.

I am also a bit concerned about the changes on sendbasket/sendshelf and doubt
if we need to necessarily change those - the address you sent the notice to is
entered manually, so this should not cause problems in testing.

I am going to fail this for now, mostly for thinking it could be simplified -
please take a look at all the recent comments and comment/explain or provide a
new patch.
