This latest patch fixes a typo in atomic update, rebases the patches, adds a
"Start Icarus" function to the Icarus dashboard (which has a few caveats
vis-a-vis Apache permissions), and more error handling.

I still have to finish the OAI import error resolution functionality... while
it's an edge case, it's something that needs to be done. That hopefully won't
impact any of you though!

Need to improve tools/manage-oai-imports as well (add it to navigation, add
paging, etc). 

Also need to improve task data validation...

But in any case, this should be in a testable state once again!
