Looking at this again. 

Passes tests and QA test tools. 

I'd have preferred smaller steps here, it will take a while to work through
this as it touches all of the fines and fee related features:

  - recordpayment
  - makepayment
  - chargelostitem
  - manualinvoice
  - recordpayment_selectaccts
  - FixAccountForLostAndReturned
  - AddRenewal (rentals)
  - AddIssuingCharge (rentals)
  - UpdateFine (overdues)
  - AddReserve (hold fee)
