Yeah, you are right! In the production DB, past bug 15675, there may be some
'FU' fines records still linked to the existing issue records, which are not
currently accruing, looks like they should be dealt with somehow.

I wonder while I have no such cases in my test DB, probably because it got
cloned from the production DB some time ago, and there was not a whole lot of
renewals done in it since then.
