[SIGNED-OFF] Bug 15629: Koha::Libraries - Remove GetBranchesInCategory (3)

C4::Branch::GetBranchesInCategory is not used anymore and can be
removed.

Test plan:
  git grep GetBranchesInCategory
should not return any result.
