Test Plan:

- Enable SearchMyLibraryFirst syspref
- Visit the opac. You should see a "Libraries" menu in the header
- Select a library from the menu.
- Your search results should be limited to the library
- Select "Clear Selection" from the menu to restore the default behavior.
