Bug 15829 - Rotating Collections is under Patrons on Tools Home - Should be
Catalog

To test:
1) Notice Rotating Collections is under Patrons & Circ on tools-home.pl
2) Apply patch and refresh page
3) Notice it is now under Catalog and is in the same position it is in on the
tools sidebar menu
