Hmm... is koha-conf.xml really the most appropriate place to put
<zebra_loglevels>, since it's only going to be able to affect Debian package
installs?

I notice that it is in koha-conf.xml.in, so it should only appear in
koha-conf.xml files generated by the Debian packages... so I guess that's OK...
but it represents yet another deviation between the Debian package installs and
all other Koha installs...
