Not seeing any immediate bar to attempting to package the new deps, but I
should emphasize that new dependencies means that this is not backportable as
far as the packages are concerned.  To emphasize this point, I've recategorized
this bug as an enhancement, as it's more about implementing a global solution
rather than fixing a bunch of individual XSS issues.
