This issue doesn't occur often, but when it does, the 'local use' response in
particular is highly problematic.

As a temporary measure, even a prompt for the staff member to investigate the
item would be preferable.

Ideally, a full solution would be as Kyle has suggested - the hold should
change status from Waiting to In Transit, and a transfer to the collection
branch should occur.
