14930 - Leaving OpacFineNoRenewals blank blocks renewals, but should disable
feature To Test - - Borrower has some fines and checkouts - Leave
OPACFineNoRenewals empty/blank - Try to renew items in the OPAC - notice error
message - Add a big value to Opac
