I think other routines (CanBookBeIssued, ...?) still suffer the same problem -
I tried fixing CanBookBeIssued, but failed at writing the unit tests. We should
make sure there are updated separate bug reports for those - best would be to
fix them all before the next release (consistency in reporting)
