In fact, it doesn't work either on the staff side. I have 3 holds per record on
my circulation rules and i can place as many record-level holds as i want (in
the limit of maxreserves syspref) on the same record for the same patron.

I have the same behavior with item-level holds and i can hold many times the
same item.
