Changed to: 'No description available' - I am happy to reword but I do think it
is nice to indicate to the user that it isn't a defined authorized value
somehow

Added to syspref description in editor

Added js check with warnings for basic syntax


I opened a second bug for addition of full GUI - this patchset follows existing
format in the system but I do think a full editor could be added as per bug
16698 once this feature is pushed
