I've now submitted a series of 4 patches, including a rebase of Marcel's
timeout changes. The main logic changes are all in the first which fixes the
flaw in the raw_transport logic that causes bad/failed connections to drop into
the sip_protocol_loop thus necessitating timing out.

The patches assume that the patch for Bug 13807 has been applied
