Bug 16987: Sub duplicate_framework in admin/marctagstructure.pl can't see
variable $cache

Test plan:
0) Ensure you are running on plack
1) Create new bibliographic framework
2) Go to Marc structure and select some existing framework to duplicate it to
this new framework
3) You see internal server error (and there is a log in plack-error.log)
4) Go to biblioframeworks administration and MARC structure for that new
framework, you see the fields are filled up
5) Apply the patch
6) Repeat 1 and 2
7) Everything should work fine this time - no error
