My thinking was to preserve a bit of the feature now, without having it
interfere with concerns of transport/circulation rules etc. Say you would
geographically grouped search groups... but for organisation you group schools,
publics etc. - not sure if that makes sense.

Sounds like option b maybe? But asking some consortia librarians might be good
