Bug 14790 - Add OPAC view link to serials toolbar

Test Plan:
1) Apply this patch
2) Go to subscription-detail.pl for a serial
3) Note the new OPAC view button
4) Click the button, it should open the corrosponding the OPAC detail
   page for that record in a new tab.
