Bug 14790 - Add OPAC view link to catalog toolbar

Test Plan:
1) Apply this patch
2) Browse to the details page for a record
3) Note the new OPAC view button on the toolbar
4) Click the link, it should open a new tab with the corrosponding
   record to the opac details page for it
