Sorry for erasing the previous patch but this BZ was not progressing for more
than 2 years...

Here is an other approach: Holds expiration date is set one time (when reserves
become waiting) so we no longer have to calculate it each time we need.

When setting the expiration date, all these system preferences are checked:
ExpireReservesMaxPickUpDelay, ReservesMaxPickUpDelay and
ExcludeHolidaysFromMaxPickUpDelay (new).

ReservesMaxPickUpDelay is used when checking for reserves to cancel.
