For OAI-PMH we need to declare an header for the format MARCXML
This  header uses links to Library of Congress site.

Those links are not well written, this error gives you problem with OAI-PMH
validators like http://validator.oaipmh.com/.

The problem is present in 3.22 and 3.20 also.
