This patch changes the tables for ALL patron card options (layouts etc), most
of which only have 2 options, edit and delete.

We decided on a few other bugs that tables with only two action options should
be left as buttons rather than made into drop down menus, therefore we can
disregard this patch and bug. Will set to RESOLVED
