[SIGNED-OFF] Bug 15825 - Patron lists does not show tools menu sidebar

Patron lists pages do not show the Tools sidebar menu like other tools
pages do. This page adds it to two views: The list of lists, and the
page for adding to a list.

To test, apply the patch and go to Tools -> Patron lists.

- Confirm that this page has the tools sidebar menu.
- On any existing list click Actions -> Add patrons.
- Confirm that the page has the tools sidebar menu.
