Reproduced on current master.
Testing...
All patches applied.
Error is gone.

Test t/db_dependent/Circulation.t pass (with empty tables reserves,
old_reserves, old_issues)

Reset, apply patches for t/db_dependent/Circulation.t only
Test t/db_dependent/Circulation.t do not pass (as expected)
