I've been looking at Search.pm, it looks like the "Place hold" links display
unless the item is not lost, withdrawn, damaged or notforloan. I don't think we
should limit it by notforloan for reasons I think are pretty clear. Other than
that I'd say we follow the lost/withdrawn/damaged logic that exists. Would you
agree?
