Actually OAI-PMH in Koha uses HTTP::OAI lib from version in Jessie 3.27.
This module is not compatible with version 4.03 which is in Ubuntu Xenial and
Debian Stretch.
You get the error : 
Can't call method "start_element" on an undefined value at
/usr/share/perl5/HTTP/OAI/Response.pm line 114
This is because the method HTTP::OAI::Response::generate() has changed, it
needs an argument $driver.
