I'll add one more.

Since a Write off means removing a fine/fee without payment we might consider:

5) Have only one action button at the bottom.  It defaults to Pay selected, but
a dropdown button to the side reveals Write off selected.  If this is too
controversial, perhaps it could be setup as an option in preferences.
