Bug 5670: Add auth_val_cat to auth_val_cat.sql.

* installer/data/mysql/atomicupdate/housebound_tables.sql: Insert
  HSBND_FREQ in authorised value categories.
* installer/data/mysql/mandatory/auth_val_cat.sql: Add HSBND_FREQ.
