These template tags patch needed reworking after bug 15758, so that's what I've
done. I also moved the branch selector from a list to a dropdown above the news
instead of a list. It will not display if there is no news to show for the
current branch (or all libraries) - that may not be desirable, it's a trivial
change to move it.
