Multiple late issues preventing add item screen when checing in a new issue

When a serial has a subscription set to Serial receipt creates an item record,
and that serial has multiple Late issues, the add item screen does not
populate. 

When changing the status from expected to arrived, the add item screen doesn't
populate.
