I agree with Cladio that the behaviour described here should be the default for
"If all unavailable". I.e. Koha should respect the circulation rule of the
branch in question when a hold is placed, not look at all libraries.

The other behaviour, where some branches are close together and holds should
take several (or all) branches into account, can instead be handled by the
proposed enhancement:

This feature would allow the grouping of libraries for holds, and allow more
flexibility than as syspref only allowing one branch/all branches.
