Bug 18403: Add tests for Koha::Patrons

A bit late but here are the tests for
 Koha::Patron->libraries_where_can_see_patrons
 Koha::Patron->can_see_patron_infos
 Koha::Patron->search_limited

Test plan:
  prove t/db_dependent/Koha/Patrons.t
should return green
