Ah, you found a bug! :-)
Actually the string extractor only search in koha-tmpl/**/en/ to avoid picking
strings from already translated files (when I wrote the test plan,
staff-global.js was inside /en/ I think).

I guess I need to refine the file search to also search in
koha-tmpl/intranet-tmpl/prog/js and koha-tmpl/opac-tmpl/bootstrap/js (anything
else ?).

Anyway, to test it right now you could modify a .js file in the /en/ directory
