You are correct, which is why you can create as many groups and hierarchies as
you want! If your "political" structure differs from your "geographic"
structure, you can have two complete hierarchies which you can choose from
based on your needs. For searching, you could even allow both sets of
hierarchies to be searchable if you so chose.
