Hi Katrin 

I tried following your test plan doing the following, on the latest version of
Koha

* Turning on plack
* Creating a manual invoice with the value 10.00
* Going to the fines tab and observed both the individual fine and the total
were displayed with . i.e. 10.00 not a ,

Therefore I am unable to replicate this test plan
