Bug 15191 - Serials display improvements

Index the serial numbering pattern's internal counters for each Serial
so we can make super fast searches for individual Serial Numbers.

TEST PLAN:
See the Cucumber feature-file

-You can use misc/maintenance/updateSerialSeq.pl to update all pattern indexes.
