Just a thought on this onem it owuld be nice to add a fourth notice with
options for:
'mark returned'
'charge'
'lost value'

And allow the fourth notice (or any other if we add options to all) to call the
relevant code from longoverdue.pl

This would allow us to remove that script - have the calendar taken into
account, and allow configuration at the library level by the library
