I think the problem here is that some fees/fines include the title in the
accountline description, whereas some fees/fines include the biblionumber in
the description, whereas some fees/fines have nothing about the item in the
description. It is probably best to have the title and barcode in the
description (like the behaviour for Renewals) as this gives us the most
information, and all other fees should be updated to do this.
