Koha-indexer uses a daemon --restart:
A daemon restart does not really stop and start; the client processes are
terminated, but the named daemon itself is not. Changed options are not taken
into account.

Same for koha-restart-zebra btw.

Koha-plack implements its restart by doing a daemon --stop and daemon --start.
This makes that changed options are taken into account.

If you know how this work, no problem. But it is not consistent.
