Added REST API endpoint for item types

To test:
1) Go to /api/v1/item_types
2) Check there were returned all item types

I'm sorry I couldn't create unit tests because I have somehow broken
kohadevbox installation :/ .. nor "koha-shell kohadevbox" works :(
