The idea of checking the data entered is good especially for the basic setup,
but I think this might make it more complicate than it needs to be right now. 

I think it's a possibility that a library will try to use one of their existing
cards there for testing, so we should not be too strict in order to not turn
them away. Leading zeros is pretty common, also alphanumeric. We even had a
library with ß in their regular cardnumbers once. I think Koha is pretty much
ok with everything in there, as long as it's not too long (fits in the db
field)
