I think that a table like this is a good tool, I will write defaults for this
table for Unimarc an MARC21.
I think the problem are the classic problems to setup confing in Koha:
-- SQL table with web interface ? Or only command line?
-- YAML / XML FILE ? Web interface ? Or only command line ?
