[SIGNED-OFF] Bug 17334: Format the date according to the system preference

- Use KohaDates TT plugin to format the date correctly
- Do not use a temporary variable
- Replace:
    patron's info Requested: Datetime
  with
    patron's info - Requested on Datetime
