You are correct, this has not been correctly implemented from the start. We
have a top level permission, 'lists' where people expect it allows/disallows
access to the lists area in staff, but that does nothing. It was only created
for the sub-level permission about being able to delete public lists.

But I think this is about patron lists, not lists?
